Good news! The risk of the user activated soft fork, and even hard fork, after Aug 1 has been greatly minimized through BIP 91! In simple terms, the chain is not likely to split if enough miners signal support for BIP91 which allows for the SegWit adoption at a much lower threshold than BIP148.
